If you simply copy them to cache storage of another users, you will receive the login dialog and see a password recovery dialog if it is enabled You cannot simply move cache files because the offline cache structure is also stored in account folder which is definitely associated to the cache data.

Therefore, a local administrator cannot view the cached documents of another user. The only way to view cache is to get the password of that user account.
