Callers will be charged 2p per minute inc VAT , plus their own phone company's access charge. They are often not dial-able from abroad and they can be charged at a high rate from mobiles.

Now, you can reach out to your phone company to alter this arrangement with a VoIP system if you want. But for most people, numbers can only receive incoming calls. This is the primary reason why numbers fell out of favour. When you call an number, you must pay an access charge. This goes to your phone company and can be as high as 20p for each minute from a landline, and 65p a minute from a mobile! Additionally, you must also pay a service charge.
This goes to the network that operate the number service and can be charged at between 1p a minute and 7p a minute. This change in use is one of the reasons consumers are wary about calling numbers.
There has also been a wave of scams using numbers. The service charge system is one easily exploited by scammers. The first scam involves purchasing a number and then using it to call many different phone numbers and hanging up.
